PSD Import Extension
This Inkscape extension allows you to load Photoshop PSD files.
Currently, only shapes drawn with Photoshop's vector graphics tools will be loaded.
Raster image data will be ignored.
Simply unzip the downloaded file into the following directory:

Once the extension is installed, you should be able to open PSD files using the normal File > Open dialog.

and be sure to include a link to a PSD file which demonstrates the bug.
All raster image data is ignored.
If the image contains a raster layer which has a vector mask applied to it,
the vector mask shape will be imported,
but it will be filled with a solid color.
Most layer styles are ignored.
Gradient Overlay and Color Overlay are the only ones that are supported.
The new Photoshop CS6 stroke feature is not supported.
Shapes using this feature will appear with no stroke.
Certain combinations of path operations are not supported.
Inkscape will display an error on import indicating the combination that caused the problem.
(The most common problem of this type is having a "Combine Shapes" path above a
"Subtract Front Shape" path in the same layer.)
